Ladies and Gentlemen,

Asia's development is important to the future of the world, and China's development is closely bound up with Asia.

把經(jīng)濟(jì)運(yùn)行保持在合理區(qū)間，是中國當(dāng)前宏觀調(diào)控的基本要求，也是中長期政策取向。今年中國經(jīng)濟(jì)增長預(yù)期目標(biāo)是7.5%左右，既然是左右，就表明有一個(gè)上下幅度，無論經(jīng)濟(jì)增速比7.5%高一點(diǎn)，或低一點(diǎn)，只要能夠保證比較充分的就業(yè)，不出現(xiàn)較大波動(dòng)，都屬于在合理區(qū)間。

To keep China's economy running within a proper range is both a basic target of China's current macro-control and its medium-to-long-term policy goal. We have set this year's target of economic growth at about 7.5%. The word "about" indicates that there is a range for the GDP growth. As long as there is fairly sufficient employment and no major fluctuations, the actual GDP growth will be considered to be within the proper range, be it slightly higher or lower than the 7.5% target.

根據(jù)有關(guān)方面的統(tǒng)計(jì)數(shù)據(jù)，當(dāng)前，城鎮(zhèn)就業(yè)持續(xù)增加，居民收入、企業(yè)效益和財(cái)政收入平穩(wěn)增長，物價(jià)總水平保持穩(wěn)定，全社會(huì)用電量增幅回升，結(jié)構(gòu)調(diào)整出現(xiàn)一些積極變化，中國經(jīng)濟(jì)開局平穩(wěn)，總體良好。

Statistics show that urban employment continued to increase, individual income, corporate profits and fiscal revenue registered steady growth, consumer prices remained stable, growth of electricity consumption started to rise and there were positive dynamics in structural adjustment. In short, the Chinese economy has got off to a stable and good start.

但也要看到，經(jīng)濟(jì)穩(wěn)中向好的基礎(chǔ)還不牢固，下行壓力依然存在，一些方面的困難不可低估。這些問題，既是錯(cuò)綜復(fù)雜國際大環(huán)境影響的結(jié)果，也是國內(nèi)經(jīng)濟(jì)深層次矛盾凸顯和增長速度換擋期的客觀反映。

On the other hand, the upturn of the Chinese economy is not yet on a solid footing, downward pressure still exists, and difficulties in some fields must not be underestimated. These problems show the impact exerted on China by the complex international environment; they also reflect the prominent challenges and economic slowdown that China faces.

凡事預(yù)則立。面對(duì)當(dāng)前復(fù)雜形勢(shì)，我們既要冷靜觀察、保持定力，又要未雨綢繆、主動(dòng)作為。宏觀調(diào)控要把握總量平衡，更要著眼結(jié)構(gòu)優(yōu)化，根據(jù)形勢(shì)變化合理把控調(diào)控的政策力度，適時(shí)采取針對(duì)性強(qiáng)的差異化措施。

Preparedness ensures success. Faced with this complex situation, we need to calmly assess the current developments, stay focused, and take initiatives as called for. In exercising macro-control, we will endeavor to strike a balance between aggregate supply and demand, focus on improving the economic structure, ensure proper policy intensity of macro-control in the light of changing situation and take targeted and differentiated measures as appropriate.

去年我們?cè)趯?shí)踐中創(chuàng)新宏觀調(diào)控思路和方式，積累了新的調(diào)控經(jīng)驗(yàn)。我們不會(huì)為經(jīng)濟(jì)一時(shí)波動(dòng)而采取短期的強(qiáng)刺激政策，而是更加注重中長期的健康發(fā)展，努力實(shí)現(xiàn)中國經(jīng)濟(jì)持續(xù)健康發(fā)展。我們已經(jīng)確定的方針和所擁有的政策儲(chǔ)備，能夠應(yīng)對(duì)各種可能出現(xiàn)的風(fēng)險(xiǎn)和挑戰(zhàn)，中國的發(fā)展有著很強(qiáng)的韌性。我們有能力、有信心保持經(jīng)濟(jì)在合理區(qū)間運(yùn)行。

Last year, we pursued creative thinking and methods in exercising macro-control and gained new experience in this regard. We will not resort to short-term massive stimulus policies just because of temporary economic fluctuations and we will pay more attention to sound development in the medium to long run and strive for sustained and sound economic development. With all the principles established and policy options at our disposal, we can handle all possible risks and challenges. China's development has strong resilience. We have the capabilities and confidence to keep the economy functioning within the proper range.

中國經(jīng)濟(jì)持續(xù)向好是有條件的。中國經(jīng)濟(jì)體量大，外匯儲(chǔ)備多，協(xié)同推進(jìn)新型工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化，回旋余地很大，市場(chǎng)空間廣闊。尤其是城鄉(xiāng)之間發(fā)展差距較大；中西部和東北地區(qū)人口占全國60%以上，人均GDP則剛剛達(dá)到5000多美元，縮小城鄉(xiāng)、區(qū)域差距帶來的增長潛力巨大。已經(jīng)出臺(tái)和還將陸續(xù)推出的一系列促改革、調(diào)結(jié)構(gòu)、惠民生政策措施，將對(duì)穩(wěn)增長持續(xù)發(fā)揮作用。

There are conditions in place for the Chinese economy to achieve sustained sound growth. China has a big economy and large foreign exchange reserves. There is steady and coordinated progress in advancing the new type of industrialization, IT application, urbanization and agricultural modernization. And the Chinese market has broad space. There is much we can do to boost China's development. In particular, there is a large urban-rural gap in development. Population in the central, western and northeastern regions accounts for over 60% of the national total. And per capita GDP has just exceeded US$5,000. To narrow the gap between urban and rural areas and among different regions will unleash huge potential of growth. We have introduced a series of policies to advance reform, adjust structure and benefit the people, and more such measures are under consideration. All these will help ensure such steady growth.

基礎(chǔ)實(shí)才會(huì)行得穩(wěn)，動(dòng)力足方能走得遠(yuǎn)。中國經(jīng)濟(jì)穩(wěn)增長是有基礎(chǔ)的，今后一個(gè)時(shí)期不但有保持中高速增長的良好條件，而且具備持續(xù)發(fā)展的不竭動(dòng)力。本屆年會(huì)主題是尋找新的動(dòng)力，我們將著重在以下三個(gè)方面努力。

Steady growth is possible only with a solid foundation just as long distance can be covered only by a vehicle with a high-powered engine. The Chinese economy has the basis for steady growth. It not only enjoys good conditions for maintaining medium to high speed growth in the time to come, but also inexhaustible impetus for sustained development. Under the theme of identifying new growth drivers, we will make multi-pronged efforts in the following three areas:

一是要向改革要?jiǎng)恿ΑＪ袌?chǎng)中蘊(yùn)藏著巨大的活力，人民中蘊(yùn)藏著無窮的創(chuàng)造力。我們將繼續(xù)加大簡(jiǎn)政放權(quán)力度，建立政府權(quán)力清單制度，探索實(shí)行負(fù)面清單管理模式，通過中國上海自由貿(mào)易試驗(yàn)區(qū)等建設(shè)，形成有益經(jīng)驗(yàn)，并復(fù)制與推廣到其他地區(qū)。這有利于放寬市場(chǎng)準(zhǔn)入，更好創(chuàng)造營商環(huán)境，鼓勵(lì)公平競(jìng)爭(zhēng)，建設(shè)法治經(jīng)濟(jì)，也會(huì)更多釋放改革紅利，激發(fā)社會(huì)創(chuàng)造活力，穩(wěn)定市場(chǎng)預(yù)期。

First, we will create impetus by deepening reform. The market has huge vitality and the people have indefinite creativity. We will work harder to streamline administration and delegate more power to lower level governments. We will introduce a system of listing government powers, consider the adoption of a management model based on a negative list approach, accumulate useful experience through the development of the China (Shanghai) Pilot Free Trade Zone and spread it to other areas. This will enable us to expand market access, foster a better business environment, encourage fair competition, develop a law-based economy, unleash greater dividends of reform, spark social creativity, and stabilize market expectations.

開放也是改革，開放可以促進(jìn)改革。我們將著力推動(dòng)新一輪高水平對(duì)外開放，一個(gè)很重要的方面，就是要擴(kuò)大服務(wù)業(yè)包括資本市場(chǎng)的對(duì)外開放。譬如，我們將積極創(chuàng)造條件，建立上海與香港股票市場(chǎng)交易互聯(lián)互通機(jī)制，進(jìn)一步促進(jìn)中國內(nèi)地與香港資本市場(chǎng)雙向開放和健康發(fā)展。我們將在與國際市場(chǎng)更深度的融合中，不斷提升對(duì)外開放的層次和水平。

Opening-up is also a kind of reform and can boost reform. We will carry out a new round of opening-up at a high level. An important part of this endeavor is to further open up the services sector, including the capital market. For example, we will actively create conditions to establish a Shanghai-Hong Kong stock exchanges connectivity mechanism, and further promote two-way opening-up and healthy development of the capital markets on the mainland and Hong Kong. We will continue to raise the level and quality of opening-up through deeper integration with the international market.

二是要向調(diào)結(jié)構(gòu)要?jiǎng)恿Α@縮小城鄉(xiāng)、區(qū)域差距和解決產(chǎn)業(yè)結(jié)構(gòu)不合理等問題，以結(jié)構(gòu)改革推動(dòng)結(jié)構(gòu)調(diào)整。加快彌補(bǔ)服務(wù)業(yè)這塊“短板”，把“營改增”試點(diǎn)擴(kuò)大到郵政電信等更多服務(wù)領(lǐng)域，用稅收的杠桿來培育壯大生產(chǎn)性和生活性服務(wù)業(yè)，更多運(yùn)用社會(huì)資本，增加養(yǎng)老、健康、旅游、文體等生活性服務(wù)供給。

Second, we will create impetus by adjusting economic structure. We will narrow urban-rural and regional development gaps and address the unreasonable industrial structure to push forward structural adjustment through structural reform. We will speed up efforts to improve the services sector, which is our weak link, extend the pilot VAT reform to postal, telecommunications and other services sectors, use tax tools to develop producer and consumer services, and use more private capital to increase the supply of old-age support, health, tourism, cultural, sports and other services.

落實(shí)以人為核心的新型城鎮(zhèn)化規(guī)劃，從破解城鄉(xiāng)之間和城市內(nèi)部二元結(jié)構(gòu)問題入手，有序推進(jìn)轉(zhuǎn)移人口市民化，政府加大支持力度與運(yùn)用市場(chǎng)手段相結(jié)合，將在今年更大規(guī)模改造各類棚戶區(qū)。

We will implement a new type of people-centered urbanization, address the bifurcation between urban and rural areas and within cities, and grant urban residency in an orderly manner to rural people who have moved to cities. The government will increase support and use market tools to rebuild more rundown areas this year.

我們將推動(dòng)沿海向內(nèi)地梯度發(fā)展，依托長江黃金水道和重要陸路交通干線，培育新的經(jīng)濟(jì)支撐帶。著力推進(jìn)整個(gè)中西部地區(qū)的鐵路、公路等交通基礎(chǔ)設(shè)施建設(shè)，為產(chǎn)業(yè)轉(zhuǎn)移創(chuàng)造有利的條件。

We will expand development from the coastal areas to the inland regions in a phased way and nurture new economic support belts along the Yangtze River waterway and important land transportation trunks. We will push forward the construction of rail, road and other transport infrastructure in central and western regions to foster favorable conditions for industrial relocation.

我們還將積極推動(dòng)綠色工業(yè)、新能源、節(jié)能環(huán)保技術(shù)和產(chǎn)品開發(fā)，形成新的增長點(diǎn)，在此過程中堅(jiān)決淘汰落后產(chǎn)能，緩解資源環(huán)境的瓶頸約束。擴(kuò)大國家新興產(chǎn)業(yè)創(chuàng)投引導(dǎo)資金的規(guī)模，發(fā)揮創(chuàng)新驅(qū)動(dòng)發(fā)展的作用，促進(jìn)我國產(chǎn)業(yè)從中低端向中高端邁進(jìn)，著力提高生產(chǎn)要素產(chǎn)出率。

We will also promote the development of green industries, new energy, and energy-conserving and environment friendly technologies and products to foster new growth areas, and resolutely eliminate backward production facilities in this process to ease the resources and environmental constraints. We will increase the size of the national guidance fund for venture capital in emerging industries, leverage the role of innovation in spurring development, move industries up the value chain, and raise the productivity of factors of production.

三是要向改善民生要?jiǎng)恿Α０l(fā)展的目的是為了民生。中國13億人是世界上最大的消費(fèi)市場(chǎng)，也是“需求的富礦”。隨著民生的改善，內(nèi)需對(duì)經(jīng)濟(jì)增長的拉動(dòng)作用將不斷增強(qiáng)。我們需要隨著經(jīng)濟(jì)發(fā)展，同步提高人民的收入，而就業(yè)是收入的來源，是民生之本，我們將實(shí)行更加積極的就業(yè)創(chuàng)業(yè)政策，加大對(duì)高校畢業(yè)生、失業(yè)人員就業(yè)創(chuàng)業(yè)的財(cái)稅金融扶持和服務(wù)力度。

Third, we will create impetus by improving people's livelihood. The purpose of development is to improve people's lives. The 1.3 billion Chinese represent the largest consumer market and source of demand in the world. And as people's lives improve, the domestic demand will play a greater role in driving economic growth. We need to increase people's income as the economy grows. And employment is the source of income and crucial for people's lives. We will implement a more energetic policy for employment and entrepreneurship and give greater fiscal, tax and financial support and services to university graduates and unemployed people when they seek jobs or start their own businesses.

我們已把享受減半征收企業(yè)所得稅政策小微企業(yè)范圍的上限，由年應(yīng)納稅所得額6萬元較大幅度提高到10萬元，并且還將對(duì)個(gè)體經(jīng)營和企業(yè)吸納就業(yè)進(jìn)一步實(shí)行減免部分稅收的政策，通過擴(kuò)大就業(yè)創(chuàng)業(yè)來推動(dòng)居民收入持續(xù)提高。我們將推動(dòng)完善社會(huì)保障制度，健全公共服務(wù)體系，消除群眾后顧之憂。采取鼓勵(lì)居民消費(fèi)的綜合政策，提高居民消費(fèi)能力，擴(kuò)大商品和服務(wù)消費(fèi)，降低流通成本，更好發(fā)揮消費(fèi)對(duì)經(jīng)濟(jì)發(fā)展的支撐作用。

We have substantially raised the limit of annual taxable income of small and micro companies eligible for halved corporate income tax from 60,000 yuan to 100,000 yuan. We will also introduce more tax breaks to encourage individually-owned businesses and enterprises to hire more. We want to steadily raise people's incomes by creating more jobs and start-ups. We will improve the social safety net and public services so that people will have no worries. We will take a comprehensive set of policies to boost consumer spending, raise people's spending power, increase consumption of goods and services and reduce distribution costs so that consumption can provide greater support for economic development.

經(jīng)過30多年的快速增長，中國經(jīng)濟(jì)已進(jìn)入提質(zhì)增效升級(jí)的新階段。我們不僅要爬坡過坎，還要行穩(wěn)致遠(yuǎn)，集億萬人民的勇氣、智慧和力量，續(xù)寫“中國故事”新的傳奇，實(shí)現(xiàn)中華民族偉大復(fù)興的中國夢(mèng)。

Having registered rapid growth over the past three decades and more, the Chinese economy has entered a new stage of improving quality and performance. We need to overcome stumbling blocks on the way forward and make steady progress towards achieving our long-term goals. We will pool the courage, vision and strength of over one billion people to write a new chapter in the "China story" and endeavor to realize the great Chinese dream of national renewal.

女士們，先生們！

我們生活在一個(gè)相互依存的時(shí)代，世界從來沒有像今天這樣緊密相連，亞洲從來沒有像今天這樣需要合作共贏。集眾智所為，才是真正成功之道。亞洲各國應(yīng)密切合作，維護(hù)地區(qū)的和平穩(wěn)定，共襄地區(qū)發(fā)展大業(yè)，把我們共同的家園建設(shè)好，也為世界和平、發(fā)展、合作做出更大貢獻(xiàn)。中國將永遠(yuǎn)與亞洲各國一道，榮辱相依，休戚與共，共同開創(chuàng)亞洲發(fā)展新未來！

Ladies and Gentlemen,

We live in an era of interdependence. Never has the world been so closely connected as it is today; and never has Asia needed win-win cooperation so much as it does today. Success can only be achieved when the wisdom of all is pooled. We the Asian countries should work closely to uphold regional peace and stability, promote development in our region, build a common homeland for us and contribute more to world peace, development and cooperation. China will forge ahead and share weal and woe with other Asian countries in a joint effort to open up new vistas for Asia's development.
